Troy City Council Monument Square, BESS, Emergencies

The July 23rd meeting of the Common Council featured a number of issues. The Council designated several parcels at Monument Square as surplus, a needed step to sell it to local developers, who made a presentation to the council. The Council also authorized $15.5 million in bonds to upgrade the city’s water system as it continues to replace lead pipes. The Council had questions for the administration about a potential ordinance for Battery Energy Storage Systems, which are presently subject to a six-month moratorium. The Council approved a resolution related to upgrading 15 security cameras in the city which pre-dated FLOCK Cameras and which are not shared by any entity other than the city. The Council also held another public hearing on changing the city charter related to how the Mayor can declare an emergency to give them additional powers to act. We hear about the Monument Square proposal, BESS, and emergency powers. Mark Dunlea reports.
