The State Budget is now 3 weeks past the April 1 deadline, with no resolution in sight. While bail and housing have apparently dominated the secret negotiations, a key issue is whether state lawmakers will increase taxes on the very wealthy to fund essential programs such as housing, climate change and infrastructure.
