Push to Reform IDAs Stalls in Albany

Industrial Development Authorities (IDAs) exist to give local officials the ability to promote economic development by awarding tax breaks to companies. Critics contend that many of the projects fail to deliver on promised job creation and push for greater accountability for performance.
